Baghdad Former parliament member Hisham Al-Suhail confirmed that the President of the Republic can only be elected by political consensus.
He told the National Iraqi News Agency (NINA) that: The Federal Supreme Court has set an important condition for electing the President of the Republic, according to which no political bloc, regardless of its number, can reach the quorum required for the election.
Al-Suhail added that: The court’s decision requires the presence of two-thirds of the members of the Council in the two rounds of elections.
The Federal Court had announced its interpretation of Article 70 of the Constitution relating to the election of the President of the Republic, with the text: “The House of Representatives elects a President of the Republic from among the candidates for the Presidency of the Republic by a two-thirds majority of the total number of members of the House of Representatives, and the quorum is achieved in the presence of two-thirds of the total number of members of the House of Representatives.”
