The legal expert, Counselor Salem Hawass, said, "The emphasis on the tasks of following up and improving the conditions of the investment environment and ways to enhance it in order to make it an attractive environment for investment in terms of opportunities and legislation requires paying attention to the industrial, agricultural and other economic sectors that provide job opportunities, expand development fields and support the national economy under the cover of commercial, civil and financial laws.

Hawass added, in a statement, that the announcement of investment opportunities for new residential cities, which included projects in Baghdad and the provinces alike, must be approved, overpopulation should be addressed, and executive steps should be studied to initiate new residential city projects that constitute an open investment plan, which was approved in accordance with Cabinet Resolution 23121, which formed the committee in charge of the new cities according to the law.

Hawass stressed the importance of investment projects aiming to meet the priorities of the government program and within the specified time ceilings, and to address the housing crisis files, according to a clear and transparent investment and economic vision that prevents false interpretation.
