New york: UN Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo addressed the Security Council, emphasizing the importance of negotiations and reaching an agreement regarding Iran’s nuclear program. Despite opposition from Russia, China, and Iran to Resolution 2231, DiCarlo underscored that ensuring a peaceful nuclear program and lifting sanctions remains the best path for the international community.

According to Islamic Republic News Agency, DiCarlo highlighted that despite intensified diplomatic efforts in 2025, no consensus has been achieved. France, Germany, and the United Kingdom, collectively known as the E3 States, triggered the snapback mechanism of Resolution 2231 due to what they termed as Iran’s “significant non-performance” under the Joint Comprehensive Plan of Action (JCPOA). Consequently, previously lifted sanctions were reinstated on Iran in September 2025, a move some Member States disputed as being legally flawed.

The International Atomic Energy Agency (IAEA)
reported Iran’s cessation of nuclear-related commitments under the JCPOA since February 2021. While the Agency could monitor some commitments, it noted Iran’s breach of JCPOA limits and reported a lack of information on Iran’s enriched uranium stockpiles as of October 2025. The IAEA stressed the necessity of a collaboratively agreed framework to ensure the peaceful nature of Iran’s nuclear activities.

The Security Council received no new allegations of violations regarding nuclear activities or transfers but was notified of six nuclear-related activities consistent with the JCPOA. Despite significant differences, all parties involved have shown a willingness to engage diplomatically, aiming for a settlement that secures a peaceful nuclear program and sanctions relief for Iran.
