With UN Sponsorship, Int’l Funding, and Iraqi Implementation, the Educational Management Information System (EMIS) Project Launched


Baghdad: The Ministry of Education announced on Thursday the launch of the first upgraded phase of the Education Management Information System (EMIS) project, in partnership with the United Nations Educational, Scientific and Cultural Organization (UNESCO). The event was attended by the European Union Ambassador to Iraq, Clemens Siemsen, and UNESCO Office Director Alexandros Makaras, along with representatives of international partners including the European Union, the World Food Programme (WFP), UNICEF, the World Bank, the Korea International Cooperation Agency (KOICA), and the AMIS Department team at the Ministry.



According to National Iraqi News Agency, the project represents a strategic step toward strengthening quality and equitable education in Iraq by advancing teaching and learning processes and enhancing educational administration at all levels.



Acting Minister of Education Ahmed Al-Asadi stated during a joint press conference that the EMIS project will contribute to the development of Iraq’s education system, emphasizing that educational institutions are fundamental pillars of society and that the Ministry will prioritize the system within its reform agenda.



Al-Asadi explained that EMIS constitutes a cornerstone of digital transformation in the education sector through the establishment of a comprehensive and accurate central database. The system will support planning, monitoring, and evidence-based decision-making, while ensuring fairness in the distribution of educational opportunities among students across all provinces. He noted that previous digital pilot experiences in several provinces contributed to the project’s success and paved the way for its nationwide expansion.



He affirmed that the Ministry is moving forward with adopting modern digital systems to strengthen good governance, improve institutional performance, and unify data sources across the General Directorates of Education.



This will enhance transparency and accuracy and provide real-time indicators on the status of education in Iraq, supporting educational reforms and the achievement of quality education.



Al-Asadi also indicated that the Ministry is working toward achieving 17 Sustainable Development Goals (SDGs) within its 2020-2030 plan, reflecting its commitment to inclusive and sustainable education. He added that cooperation with international partners constitutes a key pillar in achieving quality and equitable education and embodies the Ministry’s vision of building a modern and transparent education system capable of preparing generations equipped with the knowledge, skills, and values necessary for Iraq’s future.
