Baghdad: The Iraqi Artists Syndicate has formally approached the Media and Communications Commission to initiate regulations aimed at safeguarding the rights of Iraqi artists and managing the operations of artistic personnel. The Syndicate, under the leadership of its president, Dr. Jabbar Jawdi, has outlined a comprehensive set of instructions and procedures, referencing constitutional guarantees to ensure adherence to existing laws.
According to National Iraqi News Agency, the Syndicate's approach was solidified after a meeting of a specialized committee, which included members of its central council. The Syndicate's position is rooted in Article 3 of the Iraqi Artists Syndicate Law No. (129) of 1969, as amended, and the resolutions from the Syndicate's council. A crucial point raised by the Syndicate is the requirement for production companies to prioritize Iraqi expertise over non-Iraqi technical personnel in areas where local professionals are available. They also emphasized the need to avoid employing individuals who are barred from union activities or have been previously excluded from the artistic community.
Furthermore, the Syndicate highlighted the necessity of regulating the involvement of Arab and foreign artists by ensuring that official approvals are secured, contracts are duly registered with the Syndicate, and all legal fees are paid. This approach aims to protect the rights of all involved parties and ensure that artistic endeavors are conducted within the legal frameworks.
The union reiterated that this initiative is part of a broader program to support Iraqi artists, regulate the arts sector, and foster partnerships with official institutions. This effort is seen as a contribution to the growth of Iraq's cultural and creative sectors, promoting respect for the laws and regulations that govern artistic work.
