Baghdad: Prime Minister Mohammed Shia al-Sudani chaired the regular meeting of the Higher Coordination Committee among the Governorates. The meeting reviewed the conditions of the governorates, as well as previous decisions and recommendations. Topics on the agenda were also discussed and decisions were made regarding them.
According to National Iraqi News Agency, at the beginning of the meeting, Al-Sudani praised the efforts of local governments, including their governors, administrative and service formations, and volunteer activities, for their role in ensuring the success and accommodation of the million-person visits, and for the services provided to visitors and those arriving through border crossings. He stressed the importance of submitting the annual report on the visit to study the positives and negatives.
Al-Sudani directed the governors to focus on the start of the new school year, ensuring facilities and communication with the Ministry of Education and its directorates, and to coordinate with parents and faculty members. He also emphasized monitoring water scarcity, adhering to the agricultural plan, and monitoring fish ponds, with cooperation from the Ministry of Water Resources over the next two months.
Al-Sudani instructed governors to work with the Independent High Electoral Commission to ensure the electoral process’s success, preventing the exploitation of government resources, and ensuring election security. The need to address any complaints about district directors and implement previous safety and emergency procedures was also highlighted.
The meeting considered the provision of residential land for educational and teaching staff and Ministry of Education employees, obliging subcommittees in Baghdad and the governorates to complete tasks assigned by the Higher Committee established by Diwani Order (34) of 2025. The Council of Ministers was recommended to amend Resolution No. (271 of 2025) to authorize approvals for teachers’ quarters construction.
In addressing stalled projects, the Ministry of Construction and Housing will resolve contractual issues in Dhi Qar, and the Governor is authorized to find investors and sign contracts. The Nasiriyah Municipality is required to expedite project design approvals as per Investment Law No. (13 of 2006, as amended).
In the health sector, the Ministry of Health was approved to study the feasibility of transferring medical equipment for the Al-Jabaish General Project, with financial allocations to complete its referral to a specialized company.
The Southern Electricity Distribution Company must address electricity supply issues to residential complexes within 30 days. A committee headed by the First Deputy Governor of Diwaniyah will study and complete the rehabilitation of the Diwaniyah distribution network within 45 days.
The Ministry of Construction and Housing is tasked with resolving the legal status of the implementing company for the Diwaniyah Housing Project, exempting it from announcement requirements as per Cabinet Resolution No. 245 of 2019.
To address investment license delays in Babylon, a committee will investigate contract signing failures, land handover issues, and obstacles to 11 projects. Another committee will study the Al-Zawiya Bridge project status in Salah al-Din Governorate and remove obstacles within 45 days.
The Wasit Governorate’s site evacuation for the multi-purpose building project in Kut was approved, allowing the Ministry of Youth and Sports to inspect and determine remaining work items. A committee led by the Prime Minister’s Legal Advisor will study coordination between the Ministry of Youth and the Inter-Governorates Coordination Body regarding department transfers to the governorates.
