Azm Alliance Condemns Parliament Speaker for Constitutional Breach Over Oath Nullification


Baghdad: The Azm Alliance parliamentary bloc has accused the Speaker of Parliament of violating the constitution by nullifying the oath of office for Badr al-Fahhal, who was elected as a parliamentary member representing Salah al-Din Governorate.



According to National Iraqi News Agency, MP Ibrahim al-Jubouri addressed the media in a press conference on Monday, revealing that on January 2, 2026, the governor of Salah al-Din had been duly sworn in as a member of parliament. Concurrently, his deputy, Hashim Azzawi, was appointed to take over the governor’s responsibilities and was also sworn in on the same day.



Al-Jubouri expressed his astonishment at the issuance of Parliamentary Order No. 24 on February 8, 2026, which effectively nullified the swearing-in of MP Badr al-Fahhal, reinstating him as governor to continue his executive role. He highlighted that this action represents a dangerous precedent and constitutes a constitutional violation under Article 49, Paragraph 6.



He further urged political blocs to oppose this violation and prevent its perpetuation. Al-Jubouri also called on the Salah al-Din Provincial Council to undertake all necessary legal actions to rectify this breach of constitutional protocol.
