Mosul: The Integrity Commission has arrested an accountant from the Nineveh Education Directorate on charges of embezzling the salaries meant for a non-existent employee over a span of six years.
According to National Iraqi News Agency, the Federal Integrity Commission revealed that the accountant, working within the Al-Hadar Education Department located in Qayyarah, manipulated salary disbursements for a “fictitious” employee. The embezzlement occurred from late 2017 until 2023. The fraudulent activity involved fabricating a transfer of the non-existent employee from the Ministry of Education’s representative office in Erbil to the Al-Hadar Education Department, allowing the accountant to misappropriate the funds for personal use.
The investigation, carried out by a team from the Nineveh Investigation Directorate, uncovered that there was no direct assignment order or security clearance for the supposed employee from the Security Clearances Division at the Nineveh Education Directorate. Additionally, the investigation found no official documents or records confirming the existence or transfer of the employee from the Erbil office, exposing the fraudulent salary disbursement and subsequent embezzlement.
The Integrity Commission prepared a formal seizure report, and the accused accountant, along with the evidence, was presented before the judge at the Nineveh Investigation Court that handles integrity-related cases. Following this, the judge ordered the accountant’s detention under Article 315 of the Penal Code.
