Erbil: The Kurdistan Regional Government (KRG) Council of Ministers has tasked three ministries-Justice, Finance and Economy, and Planning-with following up on and preparing legal and constitutional observations and opinions regarding federal draft laws concerning loans, grants, and subsidies (the Law on Borrowing, Grants, and Subsidies).

According to National Iraqi News Agency, the Council of Ministers indicated that the aim of this measure is to safeguard the financial rights and entitlements of the Kurdistan Region. It emphasized that the decision is intended to implement Article 106 of the Constitution, which stipulates that the Kurdistan Region must be granted its due share of any international loan or aid obtained by the federal government.

The statement explained that the Kurdistan Region has contributed to the repayment of international loans and their interest; therefore, when distributing loans and grants, the Region’s constitutional rights must be upheld in accordance with the Constitution.

It further affirmed that these draft laws have a direct impact on the Region’s constitutional and financial rights; consequently, the principles of the federal system and fairness must be observed throughout all stages of their discussion and enactment.
