Legal expert: Al-Halbousi’s statement regarding the return of demonstrations is not against the constitution and the law

Baghdad The legal expert, Counselor Salem Hawass, confirmed that the statement of the Speaker of the House of Representatives at the Forum for Peace and Stability in the Middle East in Dohuk is a statement in agreement with the constitution and the law and does not constitute a legal violation.

Hawass said in a statement, “The aspiration of societies to truly better living conditions makes the possibility of the demonstrations returning in accordance with the constitutional and legal texts, as mentioned in his statement.”

Hawass pointed out that freedom of expression and demonstration is guaranteed by Article 38 of the Constitution, which states:

The state guarantees, without prejudice to public order and morals:
First: Freedom of expression by all means.
Second: Freedom of the press, printing, advertising, media and publication.
Third: Freedom of assembly and peaceful demonstration, and it shall be regulated by law.
