Baghdad: The Parliamentary Education Committee discussed the first amendment to the Teachers' Protection Law and explored the allocation of residential land for educational staff.
According to National Iraqi News Agency, the Parliament's Media Office issued a press release stating that the committee hosted Khalil Ibrahim Nour, Director General of Municipalities at the Ministry of Construction, Housing, and Municipalities. The meeting was chaired by the committee's acting chair, MP Zuleikha Elias Qali Qaddo, with various committee members in attendance.
The press release highlighted the committee's agenda, emphasizing the proposed first amendment to Law No. (8) of 2018, the Law for the Protection of Teachers, Instructors, Supervisors, and Educational Counselors. The committee aims to refine the proposal to meet current needs and enhance the rights and legal guarantees of educational staff.
The meeting also reviewed and discussed proposals from committee members, parliament members, and stakeholders to develop a comprehensive legislative formula that ensures justice for education sector workers. This initiative seeks to establish a supportive legal environment for educators' professional careers.
Particular focus was given to Article (6) of the proposed amendment. It mandates the Ministry of Construction, Housing, and Municipalities to allocate a residential plot of land free of charge to all Ministry of Education employees currently in service. Discussions included a proposal to exempt these individuals from the 'birthplace' requirement, considering their actual residence for land allocation. Mechanisms for providing loans through the Housing Fund and the necessary legal and administrative procedures were also explored.
Khalil Ibrahim Nour emphasized the importance of coordination between the Ministry and the Parliamentary Education Committee to finalize and issue the amendment to the Law on the Protection of Teachers. He noted that this legislation is crucial for ensuring fairness and providing housing stability for educational staff, acknowledging their significant role in the educational process.
