Baghdad: The Ministry of Labor is advocating for an exemption for individuals with disabilities from the recently enacted suspension of study leaves for employees. The initiative aims to address concerns about the impact of Cabinet Resolution No. (11) of 2026, which halts the granting of study leaves for a period of five years to all employees.

According to National Iraqi News Agency, the Commission for the Rights of Persons with Disabilities and Special Needs at the Ministry of Labor and Social Affairs has officially requested the Prime Minister’s office to exclude employees with disabilities and special needs from this resolution. Dhikra Abdul Rahim, head of the Commission, emphasized that the exemption request follows numerous appeals from employees within the Commission for Persons with Disabilities who have secured official acceptances for postgraduate studies. She warned that enforcing the suspension on these individuals could result in significant setbacks, including the loss of academic placements or financial burdens that exceed their capacities.

Abdul Rahim further noted that the rights of persons with disabilities to pursue advanced academic studies are protected under the amended Law No. (11) of 2024. This law emphasizes the importance of developing the skills of individuals with disabilities and enhancing their opportunities in specialized scientific fields.
