Baghdad: The Council of Ministers has announced the contents of its government program for the years 2026 to 2029, which it approved on Tuesday evening and decided to refer to the House of Representatives. According to National Iraqi News Agency, the Prime Minister’s Media Office released a statement detailing the approval of the government program during the fourteenth regular session of the Council of Ministers, chaired by Prime Minister Ali Faleh al-Zaidi. The program has been referred to the Council of Representatives in compliance with Article 38/First of the amended Internal Regulations of the Council of Ministers (No. 2 of 2019).
The government program outlines 139 priorities across 14 key sectors, forming the foundation of the ministerial agenda for al-Zaidi’s government. These sectors include state sovereignty and national security; economic and financial reform; industry; governance, institutional reform, and combating corruption; health and medical services; communications and information technology; youth and sports; foreign policy; energy; agriculture, water, and the environment; education; social safety nets and poverty reduction; human rights, including women’s and children’s rights; and culture, tourism, and antiquities. The program also prioritizes 13 pieces of legislation for the government’s efforts.
The program features a series of policies, procedures, and initiatives aimed at institutional reform and combating corruption. Key objectives include adopting a national program for institutional reform, reviewing legislation, strengthening systems of integrity and transparency, expanding investment in non-oil minerals, reforming the public banking sector, and improving border crossing controls. Additionally, the program seeks to launch a national strategy for digital transformation, boost cybersecurity, enhance the investment environment, and establish the Supreme Investment Council and the Supreme Council for Financial and Monetary Stability.
Efforts will also focus on unifying security decision-making, integrating resources into the official state system, maintaining the independence of political decision-making as a core aspect of sovereignty, and strengthening human rights protections. The program highlights protecting children’s rights, reducing societal violence, and developing leadership training programs for women in government and political roles.
