Adnan Faihan Al-Dulaimi Emphasizes Need for Constitutional Review in Iraq

Lisbon:Baghdad The First Deputy Speaker of the House of Representatives, Adnan Faihan Al-Dulaimi, has highlighted the significance of the Iraqi constitution as a foundation for establishing a federal state with a parliamentary republican system.

According to National Iraqi News Agency, Faihan sponsored the Iraqi-European Forum for Constitutional Dialogue held in Lisbon, Portugal, focusing on “Constitutional Transformations and Building a Democratic State in Southern Europe Lessons and Opportunities for Iraq.” The event featured constitutional and legal experts from Spain, Portugal, Italy, and Greece.

Faihan noted that five electoral cycles since the constitution’s implementation have demonstrated the need for a review of its texts, addressing repeated political blockages. He emphasized the importance of reviewing the constitutional experience with a realistic and responsible vision.

Faihan explained that the constitutional amendment process should be approached from multiple perspectives, including political will, societal support, and mutual guarantees between political partners. He detailed the necessity of identifying required amendments based on implementation realities and adopting a gradual approach to their execution to overcome stagnation and fears.

Regarding amendment priorities, Faihan classified them into three levels essential amendments addressing presidential election sessions and the largest parliamentary bloc; reformist amendments concerning the number of House members, management of oil and gas resources, and provincial governance; and strategic amendments focusing on the structure of authorities, particularly the Federal Council and independent bodies’ constitutional roles.
