Parliamentary Finance Committee Declares Inability to Pass Budget Tables Due to Political Disagreements


Baghdad: The Parliamentary Finance Committee has clarified the ongoing uncertainty surrounding the approval of the federal general budget law tables within the House of Representatives.



According to National Iraqi News Agency, Committee member MP Jamal Kocher stated that the Parliament is unable to pass the budget tables during its remaining term due to limited time and the absence of parliamentary sessions. These absences are attributed to political disagreements over various laws. Kocher noted that Parliament’s term is set to conclude after the twenty-fifth of this month, as stipulated by the House of Representatives Law, which mandates that Parliament’s term ends 45 days before the new parliamentary elections.



Kocher further explained that the government is currently operating under a budget law passed by Parliament for three years and is disbursing dues in accordance with the 1/12 principle due to the absence of budget tables for 2025. He mentioned that disbursements for current and future projects will be carried over to the 2026 budget. This provision also applies to entitlements associated with the amendment to the Ministry of Education Law, recently approved by Parliament.



On August 4, during a press conference at the House of Representatives, MP Raed Al-Maliki of the Legal Committee confirmed that both the government and the Ministry of Finance were responsible for a significant violation due to their failure to submit the budget schedules. Al-Maliki highlighted that this delay and refusal to submit the schedules constitute a constitutional and legal violation, as identified by the Public Prosecution Office.
