Baghdad: The Parliamentary Legal Committee announced on Monday that it had submitted around 40 legislative proposals to the Presidency of the Parliament, while clarifying the constitutional and procedural distinction between draft laws and legislative proposals.

According to Iraqi News Agency, committee member Thaer Al-Kaabi stated that the committee has completed submitting nearly 40 legislative proposals to the Presidency of the Parliament to proceed with the procedures for their enactment. Several of these proposals have already undergone readings, with the Lawyers Law, the Notaries Law, and the Law on the Care of Minors being among the foremost pieces. Al-Kaabi noted that these laws are significant and substantive, targeting broad segments of the Iraqi population.

Al-Kaabi further explained that a ‘draft law’ is submitted exclusively by the government, represented by the Council of Ministers, and is linked to the executive vision. Its provisions are constrained by allocations and the schedules of the federal budget. In contrast, a ‘legislative proposal’ may be submitted from within the Council of Representatives or by the Presidency of the Republic in accordance with the legislative framework.
