Baghdad: The spokesperson for the Commander-in-Chief of the Armed Forces, Sabah Al-Naaman, announced the results of the investigation into the July 27, 2025 attack on Al-Karkh Agriculture Directorate, which resulted in casualties among civilians and security personnel.

According to National Iraqi News Agency, Al-Naaman stated that, under the directives of the Commander-in-Chief, Prime Minister Mohammed Shia Al-Sudani, the specialized committee found that the armed group responsible for the attack was affiliated with Kata’ib Hezbollah and assigned to the Popular Mobilization Forces’ (PMF) 45th and 46th brigades. He confirmed that the force moved without official orders and used weapons against members of the security services.

The statement revealed the involvement of the dismissed director of Al-Karkh Agriculture Directorate, Iyad Kazem Ali, in the pre-coordination to bring in this force. He was also implicated in administrative corruption, impersonation, forgery of official documents and contracts, and the illegal seizure of agricultural lands. The investigation also highlighted deficiencies in the PMF’s leadership and control structures.

Based on the findings, the Commander-in-Chief approved several recommendations, including dismissing the commanders of the PMF’s 45th and 46th brigades and forming an investigative council for the PMF’s Al-Jazeera Operations Commander over leadership and control failures. Those involved are to be referred to the judiciary along with complete evidence, and accountability measures will be taken against those negligent or slow in taking legal actions.

The investigation also recommended reviewing the deployment and capabilities of units holding operational sectors, as well as their leadership efficiency. Security personnel who bravely confronted the attack will be honored, and the rights of the martyrs and wounded, including civilian Abbas Ubaid Nahi, will be ensured, with Nahi recognized as a martyr with full civil entitlements.

Al-Naaman emphasized the full commitment of all security forces to military regulations, with zero tolerance in enforcing the law, and firm action against any breach or threat to societal peace by any party, while ensuring the protection of all citizens’ rights without discrimination.
