Ministry of Youth Advisory Board Reviews Reform and Investment Strategies


Baghdad: The Ministry of Youth and Sports’ Advisory Board conducted its second regular meeting of 2026, under the leadership of Acting Minister Mohammed Nouri, to examine a variety of administrative and regulatory topics.



According to National Iraqi News Agency, the Ministry released a press statement indicating that the meeting focused on recent Cabinet decisions impacting sports, specifically those related to the Ministry’s duties and responsibilities. The emphasis was on the importance of monitoring the execution of the government program. The board assessed the progress made in implementing decisions from its first meeting of 2026, discussed necessary regulations for organizing the Ministry’s operations, and reviewed instructions to facilitate the implementation of the Ministry of Youth and Sports Law No. (25) of 2011.



The statement highlighted that the Minister instructed the Legal Department to complete the required regulations and instructions. There was a focus on addressing all outstanding observations from the Federal Board of Supreme Audit and finalizing the related procedures to resolve issues within the established legal and administrative frameworks.



The Ministry also noted that the advisory board reviewed a reform paper aimed at tackling administrative inefficiencies and legal disputes related to real estate. It focused on resolving stalled investment projects through measures designed to improve administrative and investment performance and address existing challenges.



The session included a discussion on regulations for issuing establishment licenses to sports clubs, with amendments made to align with the legal and regulatory requirements for club operations. Additionally, the board discussed the Ministry’s central budget for 2027, emphasizing the essential needs and allocations required for the implementation of projects and programs in line with the Ministry’s priorities for the upcoming phase.
